Your problem is a blocked heater matrix, unfortunately rather common. After that bad news, the good news is that replacing it is relatively easy, with not much dismantling needed. First the glove-box must be removed, then the heater fan module that lies behind it. The matrix is then revealed and can be removed. However, the Jaguar recommendation is to replace all the seals, and there is, I believe, a fitting kit available. I had mine replaced on my last XJ, a 2007 3 litre Sovereign at the main agents here in Crewe, who did a superb job at not all that much money for a main agent. The labour time is remarkably low. Don't let any workshop try to tell you the whole dash has to come off, etc etc, It doesnt ! Flushing could be tried, but apparently is rarely successful, and if it doesn't work you've spent the money for nothing unless you do it yourself.
