How do you release the parking brake cable tension?

How do you release the parking brake cable tension?
I was trying to replace the rear brake pads on my 2006 XJR over the holiday.
Jaguar Heritage service manual in 70.40.03 says to follow the procedure to release the parking brake cable tension, but does not give a page or section reference.
I found a section called Parking Brake Cable Release - VIN Range G45704->G99999, which I assume also covers my VIN H03833.
The procedure advises that you need Electric Parking Brake Release Tool 206-082.
At almost the end of the procedure it says that if the tool is not available, disconnect the negative battery cable FOR AT LEAST 30 SECONDS.
That did not release the cable.
So, for a simple brake pad change, How do you get the parking brake to release so the calipers can be removed to change the pads?

I found you can hold the paddle down as you park, switch engine off & remove key.
You also need to press the foot brake if the car's been off for a while (I don't know how long).
(You can apply the EPB brake by lifting the paddle, should you wish to.)
Beware it's all still got power!! I then like to remove a plug/fuse/relay as accidentally causing the EPB to apply is something I am scared about.

I never bother to release it when changing the pads.
Just remove the 2 torx bolts and split the caliper
This removes the outer pad.
Next take off the 2 caliper bolts, removing the caliper with the inner pad
Wind back the piston
Reinstall is a reverse of the above then repeat for the other side
