Leaking headlamp washer system

Leaking headlamp washer system
Does anyone know how to stop a severely leaking headlamp washer system on a 2007 XJ? It is literally draining out the washer reservoir within a couple of days… along with making a mess on the garage floor. I have removed the left front inner fender liner and the splash panel under the front bumper to be able to examine the hoses, reservoir, pump and connections. Everything appears essentially as new and there are no leaks or seepage anywhere except for the fluid continually trickling out of the headlamp washer jets until the reservoir level is below the intake for the headlamp washer pump. The hoses appear sound and the fluid in coming out of a couple of the jets/nozzles on the front bumper. I took it to the dealer and they determined it was the hoses to the jets and that they would have to remove the front bumper to replace the hose assembly. Labor, alone, was quoted at $450.00!
Since the reservoir is higher than the nozzles, the fluid is draining out by gravity and I have looked at the hose assembly and it is not leaking at all. Since the washer fluid is flowing out by gravity without the pump even activated, there has to be a check valve somewhere in the system between the pump and the jets. I cannot see any check valve anywhere in the lines. Could it be that the headlamp washer pump itself is designed to stop the flow when it is off?
Before anyone comes up with the idea that the best way to stop this fluid leakage is to disable the pump and block the fluid line, I do not want to do that. I want the system to work as it was designed to do.
Thanks in advance for any input on this.

I had the same problem which has been fixed by my local Jaguar specialist.
The problem was the jets themselves. The two on the passenger side were
both leaking.
I had two choices , either replace both jets or block up the pipe to the jets.
I chose the latter as Jaguar didn't have the jets in stock, and I needed use of
the car.
Either way the bumper skin had to come off which took hardly any time at all
and the cost was £70.00.
Hope this is of help.
