Default plastic cover in engine block valley

Anyone know what this cover is in the intake valley? Is it covering an opening into the crankcase, and is there an o-ring or other seal under there? I can't find any references in the parts catalogs.

It may be a necessary hole when casting the engine bock.

its an empty cavity for block strength , and sound deadening . the rubber cover is to keep junk and water out.
