Rear bulb fail. no side lights working at all

Rear bulb fail. no side lights working at all
Hi there, any one got any ideas.
Had problems with "rear bulb fail" on the dash board. changed rear stop/tail bulbs no joy. (neither front or rear side lights work. Dip and main beam ok.)
Also the number plate lights stay on when switched off.
This was running the battery down so I took both side light fuses out to try and still runs battery down its a good battery and alternator is charging.
I have changed bulbs and checked fuses.
Any ideas
