Default VVT not working

My 2002 xk8 is throwing VVT codes, each time I drive it. 115,000 miles but nice quiet idle and run, no noises or rattles. When I test the solenoids I get a nice audible click, when I test the voltage going to the solenoids I get only 10.5 volts.
What should the voltage be at idle, and at speed??

It says you should have B+ ( 12% duty cycle @ idle) should increase as advance increases. You may have a wiring fault in the engine harness since you're only getting 10.5v. Check the wiring harness around the back of the cylinder head, make sure there are no broken wires, then can crack and get brittle over time.

Are you getting VVT codes for both banks?
