Wipers are controlled via 2 relays (R4 for on/off and R8 for hi/low speed) in the underhood fuse box and the FEM. If the FEM isn't receiving the park signal from the motor, it won't know when to stop. Or you have relay R4 that is stuck on. Pulling R4 will stop the motor. You can swap it with R8 to verify it's not the issue. If the motor still runs, then it's going to be time for a new motor as the park switch is bad internally. The only confirmation of that will be through SDD to read the state of the wiper park input. Could also be a bad ground at the wiper motor-to-body, but that is lower on the list of possibilities for "stuck on."
I would not suspect the wiper stalk since if that was stuck on, the wipers would still be shut off by the FEM when you turned the ignition off.
