Default X358 Heated Steering Wheel

Hi All - general question on the operation of the heated steering wheel in my 2008 XJ8. I have the heated and cooled seats. I know the heated steering wheel works in conjunction with the heated seats. The steering wheel heater only comes on in the 3rd or hottest seat heating setting. The steering wheel
does not heat up on the 1st or 2nd setting. Is this the way it is supposed to be? There is nothing in the manual about it and I have asked two separate dealers and no one can give me a definitive answer other than that they think that is how it is supposed to be. Thanks and cheeers!

Here is what the owners manual says.


HEATED STEERING WHEEL
A heater is incorporated in the steering
wheel rim and operates in conjunction
with the driver’s seat heater. The steering
wheel heater is switched on in any of the
three driver seat heater positions.


Note:
Storage of the vehicle in a heated

garage, body heat or warm ambient
temperatures may prevent operation of


the seat heater.

Given that you live in California, it may be too warm to turn on this feature at the one or two light level. The owner's manual does not say what ambient temperature is needed to turn it on but it is controlled by a temperature sensor. I know in our Wisconsin winters, I can feel the steering wheel get warm even an the one light setting but I am talking 30 degrees F.
