about 2 months ago my power steering went out and i had to get my rack and pinion replaced. its already making a similar sound and i thought it might be the same but it also made the sound when the wheel was not turned. would it be a loose belt or am i in for another rack and pinion?

yup sounds like pump. if you have a stethoscope try listening to the pump while the car is running, if not, they are readily and cheaply available at harbor freight and other random tool/part stores
