1997 MY: New Engine Management

In the 1997 Press release from Jaguar they list for all Jaguar Sedans:
"New engine management system software enhances diagnostic capabilities"

What does that mean in details and is this only with special tools to handle?

I suspect they were trying to say that the OBDII system worked a little bit better that the previous year. MY 95 cars connected to WDS as well as the subsequent models.
