The wiper stopped working. Once and a while I will turn on the key to start the car and the wiper will make one circuit and repark. I have replaced the relays. Nothing seems loose at the actuating lever or at the motor or relays. any suggestions? I live in Seattle so go figure - I need it.

 

I don't know if you're in the right section, but going by the year you stated, i would check the wiper stalk for proper operation. Do all positions have a reaction, do the washers work, does the delay work, etc....

 

Except for the few times the wiper has cycled once by itself the "stalk" has no effect on the action of the wiper. You can move the stalk anywhere and nothing happens The washer does not work.
