Evaporative loss flange, is the black fitting a point of failure?

Question Evaporative loss flange, is the black fitting a point of failure?

Referencing part 11 in the diagram below, which is the "evaporative loss flange". The flange has two parts, the white plastic pass through electrical plug for the fuel pumps, and the black plastic "valve?" to which the evaporative metal vent tubing attaches.

I'm curious about the black plastic fitting (valve?) and whether it needs to be checked and if so how and what would be normal operation?

I have the cap/flange off in preparation for my fuel pump replacement, so I just want to make sure I can check the fitting (valve?) proper operation before buttoning it all back up.

Dude , put a 9 volt battery on it and hear if it clicks , if not a 9 volt battery try a 12 volt battery source . I don't see a electrical connector so you may have to blow in it to hear it click ?

No electrical connection, and I had planned to blow on it, but just wanted to verify how it is supposed to work. Otherwise I won't be able to know if its behavior following my blowing on it is normal or not.

I'm just curious what it really is and does, and how.

The black "valve" part isn't available as a separate part, just the entire evaporative cap. Again I don't necessarily think it is malfunctioning, but wanted to check it before I put the back deck and tank all back together.
