Horrible belt squeal
I already changed the belts because they squealed and it smelled like burning rubber when I would get out of the car. Anyway I had the new belts installed and it was fine for about a week. Now when I start it up it squeals most of the time. Usually when I turn on the heat or drop gears from 2 down to first. And the car will heat up and it will still squeal every time I step on the gas. To get rid of it I have to take my foot off the gas and let the rpm drop to 1,000 and it goes away until I have to stop again. It's really annoying and getting really really loud. Also it goes away when I go above 3,000 rpms. What could it be?

My guess is that your harmonic balancer is delaminating. A few of us have been down that path.
Here's a check:

If yours has failed the most practical fix to to send it out to be re-bonded (for $120-$200 (versus $1000 for a new one)
Cheers

Many people se this outfit:
Damper Doctor Online - Your source for Harmonic Balancers, Motor Mounts, & Drive Shaft Supports
You can contact them about price and turnaround time.
I was lucky to find a place just 100 miles away in Oregon that specializes in balancer repair but that's no paticular benefit to you on the east coast.
Perhaps some Jag specialists have rebonded blancers sitting on the shelf? I dunno....you'll have to call around.
Cheers
