There is a dimmer control on the steering column, left side, just past the wheel position controls.

There is a light control module for the instrument lights, behind the shroud on the steering column. On a RHD car, its on the left hand side. remove the shroud and you'll find it, it's a small black box, about the size of a matchbox and is a common enough fail item.

Maybe check that power is getting through the dimmer control to the actual module. On my donor car, the module was burned out and would blow fuses when the dimmer was turned up full, just past the "click" position, if you get my drift.

The fuse is in either the boot/trunk fusebox, or in one of the rear kickboard fuse boxes. can't remember which.

Here is a link to a thread re: my battle with the same. Unfortunately I never found a proper solution, so I had to resort to simply hardwiring the power wire to the dash lights directly to the power wire of the headlight toggle switch so whenever I turn on the headlights, it sends full power to the dash lighting. Taking this route means losing dimmer control, but as I'm sure you're finding out, that's still a hell of a lot better than driving at night with no dash lights at all.

If you are having a problem getting the steering column shroud back on, make sure that the steering wheel is fully extended, outwards and maybe lowered a little, just to ensure that you are clear of the instrument cluster surround. Maybe that's your problem? It will always come apart more easily than it goes back together, Murphys' law!
