I've never done it so don't take this as gospel, but the lamp is apparently held in by tabs on either side. Inserting a shim of some sort (a butter knife comes to mind at the moment) on both sides of the lamp will depress the tabs and allow the lamp to be removed for bulb replacement.
Others will chime in
Cheers

I just did this on my 97 vdp about a month back and it is a true pain. There are tabs on both sides of the lamp that should allow the assembly to pop out... however they are super tight and would not release on my car. the next best option is go into the wheel well and remove some of the lining; they are held on by simple push type plugs. I removed three or four and had enough room to reach back into the bumper and push the clips in from the back side allowing the assembly to release. This was still very hard even from the back side so I can't imagine getting it out successfully from the front without marking up the paint work quite a bit. Best of luck. I bought two bulbs to replace both but only ended up doing one because of the work involved so i'll be back under there soon for the other one.

I have to be honest, I just did this to my 97 XJ6 and it wasn't really that hard.
2 flat head screw drivers to act as shims on the tabs (one on either side of the light) and a decent push from behind and it came right out.
After that it was very simple to replace.
I spent a good 40 minutes trying to figure it out and failing, looked up how to do it on this forum and was done in 5 minutes.
