I think you may be referring to the front indicators, as that is the usual way to remove them. I had my fog lamps out some time ago, failing memory but vaguely remember accessing them from behind the bumper, not a big deal.

Right front foglight bulb replacement
I have read here and in other jag forums some horrendous storiez about these fog lights!
No reason to fear. You can get the lights out in about 10 minutes and it is very eas!
Firts thing to do is to remove the big black plastic shield under the nose of the car easier, faster and better (to save the clips) if you use a trim clip remover tool
Once you have removed that shield turn the front wheels to the right for right fog light and/or left for left fog light.
Better and easier if yoy can lift the side you are working on with either the car jack or a floor jack (and make sure you have proper stand/or protection there.
have a flashlight and a normal size flat screw driver;
there are two visible black "clips" about 1 inch wide holding the lamp assembly. The exterior side is very easy to see and reach. Push it toward toward the engine side
The second clip is ab bit further on the inside part of the light (engine side). with a good flash light you will see it. Same operapion kush it toward te outside of car (fender sideà and push the entire fog light assembly out.
After this it is just disconnecting the cable connector and removing the bulb to replace it.
Once done push back in the fog light assembly.
if you have the bulb this takes 2 minutes.
Put back the big black undercover and you are ready to go.
Really easy indeed.
So do not have nightmares about this job, it is a breeze!

Just did the fog light lamp replacement and got to say next time I'm going to try to remove the fog light unit from the front. The side tabs were easy enough for me to press from the rear, so I'm thinking I can press them from the front using a thin putty knife (like I just read in aholbro1's post). It'll be worth a try to avoid removing and reinstalling the plastic under shield.
