I was adjusting the hood alignment today with the adjustable stops at the rear corners when I noticed a small strap that goes between the left hood hinge and the top of the radiator support. It almost looks like a ground strap or is this a limit strap for how far the hood can open?

 

All body panels should be bonded/grounded. Radio interference is one reason.
