Where to source bolts and nuts for the Jaguar?
im fixing alot of stuff and the manual says to replace many of the bolts , nuts , washers ect.
i cant seem to find any refernce to a store or source for these.
at the moment i need
lower collumn bolt and nut that connects the rack.
also all the bolts and nuts that connect from rack to cross members.
can i just go to local hardware and get the same grade or are these bolts supper picky.

They will all be metric bolts, so you could go to an industrial bolt supplier and match the grade and type. Avoid the box stores like Home depot, they are expensive and sell the weakest type of bolts available.
Since it's steering, I'd go with 8.8 as a minimum grade, or 10.9.
Or you could always go to the dealer, the part doesn't look expensive. Lower column to rack bolt part number is JZB100078, the nut is JFY10804B. Should be around $5 and then you know you have the right thing.

Jaguar do go over the top with specifying replacement fixings in repair procedures.
Where its a stretch bolt or a crush washer, then I do replace but there's many instances where a bolt can safely be reused with a new (nyloc etc) nut.
As Jagboi64 suggests, the dealer is often a good option. You know the replacement is not only the right size but also the right specification. Often a specialist industrial fixings supplier will have the correct one but will only sell by the box and not individually or small numbers.

If you have a Tractor Supply store near you they carry a good selection of nuts and bolts, not sure on the metric sizes, and they charge by weight so they are not overpriced like the big box stores.
I need the star bolts that hold the front top radiator piece. I stripped two trying to remove them to replace my roached radiator rubber isolators. A dealer isn't an option for me.

I agree with Graham that not every fastener Jaguar says must be replaced really has to be, but you can't just assume they are being overly cautious and wasteful. Some fasteners really should be replaced, such as the torque-to-yield bolts that stretch during installation that Graham mentioned, axle nuts with helical inserts, certain suspension fasteners, etc.
I have personally re-used steering rack and steering column bolts and nuts many times without incident, but using new fasteners is certainly a good idea.
Jaguarclassicparts.com is a great place to look up part numbers. In the U.S., there are at least three Jaguar dealerships that sell parts online at discounted prices:

In addition to Tractor Supply Co. mentioned by MSGGrunt, our local True Value Hardware store has an excellent specialty hardware section, including metric fasteners, and our local NAPA store has an excellent section of plastic trim fasteners, press rivets, etc.
