1997 XJ6 CEL code P0411

1997 XJ6 CEL code P0411
Took the car to autozone and got this code. Told it could be a loose fuse or bad relay. Or a air pump. How do I know if that's working? Is it that high pitched noise that goes off every minute or so? If not what should I be looking for? Prices or ideas of what's wrong. I feel no change in engine power/performance
