Evening

I'd set about cleaning around the trunk area tonight, and when washing down inside the fuel cap area I noticed the water was collecting rather than exiting down the drain. I gave the rubberized plastic section a push because it appeared to have warped; lo and behold it's all warped and split.
I went do a bit of looking online but searching for terms i could think of returned no useful results.

The shaded, arrowed section is what's gone bad. Does anybody know the correct term for it (fuel filler recess drain?) and also if it's an available part still?
