2003 VDP electrical problem: Body Control Module or Security Module?

Default 2003 VDP electrical problem: Body Control Module or Security Module?

I have 2003 VDP which won't pass inspection because the tail lamps are not working. They fail to light up in any switch position. My local mechanic diagnosed it as a Body Control Module failure, but I heard from a Coventry West guy that in all his years of experience, it must be the Security Module? Its expensive to buy the right module, but more expensive if I buy the wrong module.

First check and see if you have a bad ground for your lights.

I have determined that it is not a bad ground. Is there a way to isolate the problem either as BCM or Security module?
