Additionally there always is some fuel on top of the valve in the neck, also when the tank is nearly empty. So contrary to most venting problems reported there no vacuum but too much pressure in the tank. Would be grateful if someone could narrow down the problem.

 

Sorry, used the wrong word. When I open the fuel cap air escapes and there is fuel in the filler neck.
