Clear coat issue

Default Clear coat issue
I have a spot of clear coat coming off. Is there a way to sand it down or remove the peeling portion without repainting? I know it will still look bad, I just want to stop the peeling.

I have put a little bit of clear coat on some of my other vehicles to prevent peeling. Works pretty well. It often turns out a little nicer than I think it will.
