“Restricted performance”. Why is this showing?

Not trying to be flippant but maybe you have a problem? Have you tried pulling codes?
When you have the warning is your cruise control available to use?

beside the cruise, does the car sputter when trying to go over 50mph. Like mention, checking codes will help
