Default Idler Pulley?

High pitch whine on cold starts from the front of the engine.

It’s not difficult. You can but a new idler pulley from Rockauto.com or Partsgeek.com. After removing the serpentine belt, the idler is attached to the timing cover by one (13mm?) bolt.

First remove the belt and start the engine for a few seconds to make sure where the noise is coming from. Hate to see you replace parts and not fix the problem.
If you do replace it also replace the belt and check very carefully all the other pullies. If one has worn out all the others have exactly the same number of miles on them.
Your noise could just be an old worn belt.

But with a 2000 year 4.0L V-8 your number one concern would be the timing tensioners. Have they been replaced?
