JTIS vs. JEPC

Does the JTIS manual contain a parts breakdown, or is it available only on JEPC?

JTIS only has drawings illustrating specific repair operations. A complete parts list, at least for the XK8/R, can be found on that forum's FAQ sticky:

I can't get my EPC cd to install and operate, as it wants to login via the internet. It is supposed to install and run from the hard drive, with some special instructions during the install...but it just doesn't work. Disappointing.

Not sure which version you have, with mine I have to run a special program before I start the installation and also application once installed. But, during the installation process, you will see that it wants to update files, which starts with downloading. That you need to cancel otherwise it will indeed not work.
