Is it just my luck???
Hey guys and gals..
long time since i posted or ask questions since the 1st time you guys helped me out...
my new problem is with inspection i failed it 3 time this year and at a lost as what else to do or try.. the 3 shops around me have no clue why...
I failed because of Communication error.. both of my scanners power up when i plug them in, i dont have any codes stored... ive disconnect the battery held the battery cables together for over a minute.. no change.. anyone else ever have this problem and can share the cure???
2001 xj8 4.0... under 100k on the clock.. also I'm in NYS..
thank you in advance.

I’m not a mechanic but I seem to recall reading that after the hard reset of the battery the car had to complete a minimum number of miles/kilometres during which it also had to complete a certain number of set driving cycles. If not done, that might be why she failed…

I had that communication issue with a Honda once, but it was not the car's fault, rather it was the station's fault. It was never clear whether the "new guy" just didn't know how to do it properly or it was a faulty cable or both. They finally booted up a different PC and it worked. If NY is like Texas tho where its some state computer that's tapping in remotely through the station's PC, maybe the communication error is on the state's side. However, I don't know how anyone would ever go about finding a real human at the state house who knows where the problem may be. They contract stuff like this out and just sort of expect it to take care of itself.

I had a customer with a 2001 XKR that lived in Dallas. She said the TX state emissions machine would not 'connect' at the inspection shop.
We don't have emission inspections in the county where I live so I never care about it.
My Jaguar WDS connected fine so I told her to go to the Jaguar dealer and get an OIL CHANGE and a STATE INSPECTION.(all dealers are state inspection stations)
I figured if they could communicate with her car with Jaguar diagnostics, then maybe the state emission computer would also.
If the state computer would not, then they could call DPS to investigate WHY?
Never heard back!

These inspection stations SHOULD have a system in place which would
address this type of issue. If you have proof your OBD connection is good,
and their machine does not connect, it is pretty obvious the problem is theirs
and not your port. Perhaps give a temporary while the issue gets sorted.

I was given a temporary 10 day sticker 10 days have passed...
I too believe they should have an answer or able to call the DMV and ask questions.. but that's not how they work around here.. you get the blank look and I don't know answers... been to 3 different service stations same answers same look...

I would say it is fairly obvious that they (or the machines) are oblivious to the
OBD requirements of our cars. 10 days is NOTHING! The real problem I see
here is that they are putting the "fix" on you when it is clearly their problem The
real problem is that they see so few of our cars, they are not trained on the methods
that machine requires in order to connect. It is VERY difficult and an uphill battle
to fight against the establishment. My heart goes out to you and I wish I could
discern a way out of this dilemma.

I’m going to make some assumptions and probably shouldn’t but here goes anyway…
i presume from your profile you live in Tennessee.
i presume you live in one of the countries that has retained emissions testing.
Just a thought but could you sell the car to someone living in a country without emissions testing criteria, have them register it and then lease it back?
The lease should allow to place a lien on title and even include an option to buy it back…

I put too much money and time into this car to sell so forget that... other than this inspection issue the car ride and drives very Smoothly...
other than t he steering column not going in and out nothing else is wrong or missing...there has to be a simple answer out there... can't belive it just me or just my luck...
