Default Need a little help with a cooling fan issue

Hello,

I have a 99 XJR The fans do not ever come on. I have read numerous threads about the fans. I am assuming that the fan relay controller is the issue?
If I understand correctly the fan control modules activate 2 relays 1 for each fan.

I am wondering if the 2 relays in the attached photo are the fan relays?

Also if I understand correctly the fan control module is buried somewhere under or around the left headlights?

What is the easiest way to access it?

I can't seem to find / see it to save my life.

I did the test placing a 100 ohm resistor across the temperature sensor plug without success.

and both fan fuses are good.

Any advice would be greatly appreciated

The fan controller is accessed from UNDER the front of the car (near the Coolant Atmospheric Catchment Tank) under the ABS unit. The relays are part of the controller.

The fuses are in the fusebox at the very bottom of the picture you provided.
