Jeff:
According to the manual. your assumptions so far are correct. The fast that the fault did not follow the sensor in the swap indicates you either have an open (disconnect) in the senses (not the heater) wiring, or a ground. So, the connector and the wiring must be checked. First, I would do it visually, then with a meter.

The P0031 is indeed the right hand side upper O2 sensor. It is related to the heating:

HO2 Sensor 1/1 heater power supply circuit: open circuit
HO2 Sensor 1/1 heater control circuit: open circuit, high resistance
HO2 Sensor 1/1 heater failure

I think there is also a relays for the O2 sensors; you might want to check them (including wires)

Sorry about that-
I misread the p031 as P131, which is the sense rather than the heater circuit!
So Jeff is looking for why there is no power to the heater circuit.

I had a similar problem on my daughters Saab, it turned out to be a broken wire near the plug on to the computer. Check your wiring with an ohm meter.
