The rain sensing wipers on my '00 VDP are a bit unpredictable. Sometimes the wipe too much. (Usually low speeds) sometimes they wait until I can't see before actuating. (higher speeds) They seem to be a bit 'random' at decision making. Any thoughts on this? Windshield is not original to the car. / Sensor looks to have some air bubbles in the mounting, but sometimes they work brilliantly and other times not so much.

I would start by replacing the gel pad. It is not expensive and would eliminate the sensor 'view' of the droplets.
