Welcome Carolyn, depending on your financial situation and upholstery skills the most prominent way to resolve this is to see and upholstery shop. At minimum get a quote, other than that, if you are skilled enough, check out some online videos of headliner repair/replacement. At least you'll know what is needed and understand why the upholsterer is charging what they are charging.
