Rust in the engine bay... crossbeam mounting area

Rust in the engine bay... crossbeam mounting area
Rust in the engine bay over the sub frame supports
Does anyone know:
1. Why there's any rust at all in the area in the picture, basically above the crossbeam mountings
2. How to access this area so I can weld it up - is it an engine removal?!

I can't help with the why in that area, maybe an accumulation of road slurry and salts.
You are definitely going to want to do the repair with the engine out. Additionally due to the amount of material and weldment that will be needed you are going to want to have the sub-frame restrained in a jig to prevent distortion and movement. The heat input will be considerable and if distortion occurs you will at minimum have alignment problems on the suspension and worst case render the sub-frame unusable
