Default tail/parking lights

I am sure this has been covered, but I cannot find it with the search feature. After sitting long enough for the battery to drain, my car no longer has tail lights and the small bulbs inside the high beams are also not working. All side marker lights are fine. When I turn the lights on the small bulbs in the high beams flash and go out really quickly. Would this be associated with the security control under the fuse box in the trunk. At first the brake lights were not working, but that seems to have sorted itself out magically. Would a hard reset do anything for this problem?

The BPM is hot at all times so a hard reset is a valid try to get its narbles squared away , the hard reset is beyond removing the positive cable

I read disconnect the neg cable and touch it to the pos cable for 10 seconds with the key on. Is that the wrong way to reset the module?
