Yes! Another fuel problem.
Cranking no start.
What I have done-
Battery Good
Bore wash lubrication
New plugs while I was in there.
Hard reset
Switched around relays
New fuel filter
MAF cleaned
TB cleaned
What I have noticed-
No fuel at rail
No pressure at rail
Last time I changed the fuel filter only a cup of gas leaked out, this time the entire tank of (1/4) needed to be drained out. Strange, have pressure back there and none up front.
Fuel regulator?
Relays?
Vacuum leak?
Just bought a voltmeter to check things out, funny thing is I have never used one before, but I can learn. Don't have an indie or dealer near by. I read threads, must be missing something. Thanks all.

Sounds like the Fuel Pump. Your car has one the SC cars have two. You should be getting fuel at rail -- how much pressure at the tank? The fuel will siphon out if you try and change the filer -- it's not really pressurized.

Added question. Was thinking about Yeldgot's suggestion. Is as simple as if the pump is working I should have fuel at the rail? Or is there something in between, that would prevent the fuel from getting there? I did change the filter properly and for a brief moment it kinda stumbled like it wanted to fire.
If the pump is running you should have fuel.
It's a question of testing the output from the tank forward. If you are getting fuel under pressure from the tank -- something is blocking the fuel from going forward.
Also, when you install a new filter it can take a couple of cycles to fill all the lines.
I have never in my 40 years had a large filter -- like supplied on the Jaguar -- get so dirty as to stop fuel flow. I guess it is possible. If my in-line filter was that dirty I would worry about the fleece filter connected to the pump inside the tank.

Thanks so much Yeldogt. What is the proper way to test the output from the tank? Also I agree, the filter was not that bad as clog the system. Can't imagine what is happening, we know the fuel is getting to the filter, however from the filter forward??? Thanks again for your help.
Perhaps a long shot, but did u check the inertia swith?
It is supposed to cut the fuel supply, and I still did not find anywhere how it works in detail.
If ok, and not to belittle ur skills, are u sure the fuel filter is installed correctly? Not reverse?

Thanks ericjansen. I knew you would have some ideas for me. I did try to reset the inertia switch, I will try again. I am sure the filter is in correctly, and you may question my skills, that is a very good point. I am trying to find a way to prove the pump is pushing fuel before I go in and replace. Like yeldodt proposed, there really should be no interference between the pump and the fuel rail, except for the filter of course. I wish the filter was the problem, easy fix compared to the pump. Any other suggestions are SO welcomed. This is my only car.
There seems to be a fuel regulator/dampener near the TB could this be a cause of no fuel pressure at the rails? I continue to hear the pump running so I am wondering what could cause the lack of fuel at the rail...please help.

There is something wrong here. The fuel tank should not drain when you change the filter. There is a check valve in the pump to prevent that, so I think your pump needs to be replaced.
