1991 XJ6: AC / Heat problem
When I turn the climate control on high, it only blows full speed out of the vents below the windshield. (the one for defogging) Very little air comes out of the forward facing and rear vents.
Does anyone know a possible cause of this?

Two controls open the defroster ducts. One is "defrost", which releases vacuum to the ducts and allows them to open, while also cycling the system over to heat at the screen.
The other is a pushbutton on the panel which has a logo for the windshield on it, I think it also says "air" in the picture, and that opens the defroster vents to provide air to the screen at whatever temperature the system is currently maintaining.
So if set properly, here's why they are open when you want them closed:
Low vacuum in the system, lots of places to look;
Defroster flaps broken, the hinges fail and the airflow is not blocked even though the vacuum actuators are intact and still working;
The three screws that hold each defroster flap up to the duct inside the dash have come loose, and you can remove the black outlet grille, hold them back up in position and resecure them. This happens frequently, and is an easy fix. Replacing the defroster ducts is remove/ refit facia (dash board). You will not be amused.

Ok, well it turns out that wasn't the problem. The defogger vents open and close correctly.
There is just a really weak stream of air that comes out of the vents, hot or cold. The High, Medium, Low gives variable speeds, but it is a really weak flow of air on all of them. All fuses are good. Any known problems for a weak blower?

Yep, there are two blowers in your car and one of them is not working. An individual fuse for each is in either side fusebox, when you pull the fuses wou will be able tell which motor has failed.
I guess the good news is that it's the left, the right is a bit more difficult to remove and refit. Go back through the threads and look for ArmyJag posts, all of the pertinent onfo is there and it was within the last few weeks. Let me know if you want to buy a good used blower maotor assy.
