Default egr piping questions

Hi. all,
Im still embroiled in a life and death struggle with my 92. i have the intake plumbing off up to the manifold (AGAIN!). Looking at the tin plate mounted on the egr tube adaptor at the bottom of the intake just behind the throttle body (its part #EBC 3882). I found a pic of one which had the larger tube (which gets full of carbon) and also a smaller one behind it above the egr temp sensor. On my car, that part has only the larger tube. The smaller tube is absent And the hole where it would be is closed, putting the egr temp sensor in a closed cavity connected only to vacuum ported through the evap canister and not to either the intake airflow or the egr gases. In searching through this section I found an old thread which showed pics of that part with only the larger tube but also with an opening where the smaller tube might have been (and where mine has a raised stamped area as if possibly it didnt get punched through all the way). As far as I know this part is original to m car. I swear on my squirrels grave that I did not plug that hole.
My query then is twofold. Is this a part that would have been replaced by a qualified dealer technician with a revised part having both openings (one way or the other) for the complaint of hard start with warm ambient temps and a stumble at idle in gear below 10 mph? What is the possibility that mine was replaced at some point with a defective part (I dont know its history before I got it)? and Finally should I knock the smaller hole through even though its one of the few parts of which I dont have an extra. The part appears to be unobtainium so i'm in no rush to destroy it. Ill add that this car suffered a fuel tank collapse a few years ago which I have made adaptations for against recurrence. Could that event have been caused by this at least in part?
Thank you, we now return control of your TV set.......

If the car in days of yore ran OK that would suggest the part without the tube etc is ok and doesn't need to be drilled/punched etc. If the car has always run like crap maybe that's the issue?
Just spitballin' here but seems like fuel pressure cannot be maintained at idle ...possibly the fuel return system is drawing too much fuel away from the rail/pressure regulator or the regulator can't keep consistent pressure at idle?

It hasnt always run like crap, but its been way too long since its been good.
Yes , I suspected weak fuel pressure as well. Due to a recent problem with my truck, I have a fairly fancy fuel pressure test kit which I installed and ran the car around my usual test drive circuit. I mounted it at the pressure end of the fuel rail so that I could see the gauge as I drove. At that time the pressure never dropped below 40 psi so I presume a sufficient amount is available. I have found a couple of truly nit-picky problems through all this and tested the egr temp sensor as well (it showed good as far as I can see). As always, the saga continues.....
