Fender rust cause?
The two things I can think of that could lead to rust in that area are:
1. A lack of seal around the Jaguar leaper emblem on the fender/wing. The emblem is attached with double-sided tape, which should seal at least the top edge and both ends, but ideally the top, bottom and both ends of the emblem.
2. A leak in the aft section of the plastic wheel well liner.
Any water that is allowed into that area of the fender has nowhere to go, so it can collect and remain for long periods at a time, promoting rust from the inside out. If the wheel arch liner doesn't seal well, mud also can collect inside the fender, which stays wet for even longer periods.
Since you will be installing a new fender, you will have the opportunity to clean up any rust on the metal inside the fender, treat it with a rust neutralizer, primer and top coat, and apply rust-proofing/corrosion preventative to all those surfaces and the inside of the new fender. Back in the day, Jaguar used Waxoyl products, but today there are plenty of options.

There's a deep v metal fold behind that spot with no possible drain. It gets filled with silt from road which can stay wet for long periods.
Sometimes this area is lacking primer from the factory so deep down in the v is bare metal. It rusts from the inside unless you clean out the cavity and fill it with pitch, tar, gipe etc.
