Default No power to driver side AC blower HELP it's hot!

I have a 1994 xj6 driver side ac blower is not running. I removed the blower and tested both relays. I then put twelve volts to the blower motor. The motor runs fine. I the checked the tubular brown 12 volt supply connector that runs to the fan. I am only getting 2.5 volts to this. I know I should have 12 volts here key off or on.

My understanding through reading many post about this is that the tubular brown connector with a black and brown wire should be at 12 volts key off/on I checked the black wire for a good ground and it has it.

My question is , where does this power supply run from? What are some possibilities for this to happen? Has this happened to anyone before? And what are my options.

I am thinking of just running a 12 volt supply to the blower so that it works but I would rather have it fixed correctly.

This car is my child and I love it. Thanks in advanced for any responses

The fuse panels are known to fail. There are 4 power plug connectors to the fuse panel.
Find the wire behind the panel and install a fused external power supply or replace the fusebox to rectify your fault.
Diagnose the power supply before doing all this!!!!

been there, done this!!!!!!!
