Changing relays never hurts anything. If you search the forum, you will find your issue, and fix it. You can try this, per my experience. Get someone else to get under the car and put their hand around that fuel pump while you turn the key. It could be seized. You won't know that doing it your self. I too couldn't hear the whine, but I had power going to the pump. I then proceeded to tear the car apart under the passenger kick plate. I even replaced the ECU! it wasn't till a friend came over and did what I explained. 15 minutes later she started right up.

Also, if you are still locating the relay, if your car is like my 93, there are several of the same relay in the car so you can pull another one to see if that allows the fuel pump to work. I have also pulled a relay and changed with another and then they both worked -- apparently because of a connection issue at the blades.
