Well, as no one else with better knowledge than I has responded, I'll have a try.
Whomever made the installation simplified it by avoiding adding the little pads and the monkey motion device to move them. As well as the cable and handle to apply the mechanical pressure.
The originals are finicky and wimpy.
So, I rarely ever use mine. H.. it doesn't work. Failed me when needed!!!! Will I seek to fix it? Not much of a chance.
But, if you choose, to proceed.
1. Get down and under and see if the device is there, Just above the rear joint.
2 If no sign. check the archives here. Several listers have posted pitures of the entire cage out and on the floor or bench. You will see what it looks like and how it is connected to the cage.
3. If absent, contact David Boger of everydayxj for an assembly and new pads. A good guy that pots here with great help. he has a bunch of good parts, some used and some NOS.

I have added a photo of my IRS.. note parking brakes in middle upper (two)
You should be able to compare to your IRS.. there is a cable that pulls the
pads that should be a easy rig for your application.
