Default 1985 XJ6 Update

Posted some pics in my previous post of the car after I painted it.
I drove the car for the first time today, and discovered I had brake fluid leaking from a broken line to the caliper. Apparently, someone had worked on the car and replaced the rear pads. It seems that they removed the caliper and reinstalled it with only the lower bolt. When I went to replace the broken line the caliper was pivoting on the single bolt. I found the bolt hung up on the diff plate. Reinstalled and aircraft wired the bolts. What a PITA to do. I bled all four wheels but my brake pedal is as hard as a rock and will not stop the car.
Do I need a new booster, or is there something I am missing or failing to check? When I depress the brake pedal I hear a vacuum leak inside the car. Funny thing is I had a similar problem with the white jag seen in the pics on my previous post and had to replace the booster. the difference being in the white jag I heard the vacuum leak but the pedal would go all the way to the floor as if I had no brake. This one the pedal is all the way up but no booster assist. Any advice would be appreciated. I am thinking 2 cars 2 boosters?? I don't know that they fail that easy.
