How about putting a number on that fuel pressure? Bad regulator= 80 PSI=washed cylinder walls.

Advice- probably worth what you pay for it!

I would put a few cc of oil (2-3 tbsp) into each cylinder and try the compression test again. If it builds, look for bad rings. If not, then you clearly have a valve timing problem.

As to the blow by- if it ain't coming out the intake or exhaust, then you should hear it out the crankcase vents, I would think. Maybe your compression tester is shot, or you aren't making a seal at the plug hole?
