brakes are locking up

cant figure what is wrong
open brake lines brakes are not locked ....the second I step on brakes .....brakes lock ....what the hell

Many moons ago, I had a problem with the rear wheel brakes sticking onto the extent that the discs became red hot. The problem was the flexible brake hoses to the calipers. It appears that the inner lining had deteriorated such that applying the brakes was OK but on releasing the brake the lining collapsed and prevented the hydraulic fluid pushing back. Hence the brakes stayed on.
