Yup, cruise control release switch. If you don't use the cruise control you don't need the switch.....but make sure other drivers know this.
For the hazard lights try exercising the switch numerous times. If the internal contacts are oxidized....they probably are....this exercise will sometimes clean them. Don't get rough with it, though. The switch isn't very robust.
And/or see if you can mange to get some aerosol electric contact cleaner into the innards of the switch

That cruise control switch is an interesting application. It works opposite the brake light switch. Default is engaged and CC works. Tap the brake pedal and the CC circuit is open. NO CC, no throttle application. A safety feature...
CC is not enabled in my lump. Not a favorite to me. but, that switch is used. Torque converter lock... Opens the TC circuit when the pedal is depressed...
No, Carl has a GM drivetrain, so he is using that switch to control torque converter instead of cruise. I have same setup as Carl, it is like a backwards brake light switch, when pedal not pushed 12 bolts flows through, interrupted by application of brakes.
