Default Front end alignment

It has been a while since the jag has acted up with something that wasnt easy to fix. That came to an end today. Noticed wear on both inner front tires. Car did not steer poorly tho. Took it in for an alignment and the shop said not matter how they moved the shims, they could not get the camber closer than -1.3 on either side. Any thoughts as to why that is the case?

Ball joints, tie rod ends, and tires all new within 10k miles. What other front end parts could cause alignment issues?

I will add now that the toe is aligned, it drives and steers perfect. The wear will show over time though.

The lower control arm bushes are probably worn out which will through off the geometry over all especially the camber.
