Default Fuel Filter Question

Ok this may sound silly but I took out my fuel filter and let all the liquid in it drain (I did install a new one). I decided to test the old filter by pouring some water into the flow direction, no water came out the other side. My question is is that should water be able to drain out the other end with no pressure and just from gravity? Was thinking it was very clogged if no water came out the other end. Thank you

water will not pass through the filter unless under pressure , Just blow on it and see if it feels restricted

That filter is doing exactly as designed.

Same for any EFI filter.
