I have attached the Service .pdf file that explains the heater operation and has pictures of the vacuum lines behind the radio. They are the probable source of your problems.. hose cracked/broken or one or more of the plastic nipples broken that the hoses attach(most of these parts are NLA new). You can fix the broken nipples by inserting small brass tubing from a toy model shop into the holes and using Epoxy to seal the gaps. Then you will have to adapt the hoses to the smaller OD of the brass lines.
You are lucky to have a S1 as they as much simpler than the later models.

Some from distant memory an d some from more current memory:
1. the vacuum source is a spigot under the intake manifold. Check to see if that hose is "good' and securely attached.
2. There is a vacuum reservoir in the left rear corner of the engine bay, Check hoses and attachments there.
3. The original water valve is metallic and as such subject to corrosion. A Mitty Vac is better than the most of us in creating vacumn. Use one to test open/close function.
4. In the left rear corer of the engine by, deep down, are two spigots for vacuum hoses. Can't see them in my LHD car, Only feel them.
Essential that each hose is good, secure and on the correct spigot.
Fortunately, the size is minutely different so as to allow the "right way" only connection.
Short version: Good hoses on the right spigots !
Early on in my ownership, I found my hoses spliced and poor condition. Replacement was educational and fixed a lot !
