Default Low Voltage to AC Clutch

I have a 1984 XJ6, and I am trying to get the AC back in service.

The problem is that I am getting only 3 or so volts at the compressor clutch line (green brown line).

I measure the same voltage upstream of the Ranco Tstat, and at the brown yellow wire feeding the fan relays.

I have bypassed the water temperature switch too.

Any ideas as to where I am losing 9 volts?

Check the loom and connections for corrosion. With the power disconnected, check the circuit for high resistance.
