A pump that can't make close to that? Points to which FPR or pump?

This is one of those tough call, on-the-cusp situations. Spec is 36 psi and pressure should stay close to that under driving conditions....I recall mine ranging from about 33 to 36 psi.

But how far below spec is tolerable before the system won't work properly?

I dunno.
