Default XJ12C - Front bumper part missing?

Hi
I am assembling the front bumper. I have a feeling something is missing here? Should there be some air guide plate or something? If someone have a picture of a series II please post
.

Are you pointing to a hole? There's one on both sides of my XJ6C 1975. I would figure it's for a fog/running light to bolt into and hang down?

Unrelated to your question, but is that bolt above the fog light mount not fully screwed in or is it too short. It's not engaging the nylon insert on the nylock nut.

That's the main bumper mounting bolt too!

It was not fully mounted when I took the picture. Now its all in, all good, Thanks
